      Goal: 

      • Expose module_hotfixes boolean flag in UI on create & edit repository modals

      Acceptance Criteria:

      • Verify checkbox in UI is persisted
      • Include some information text such as "Checking this box will set the module_hotfixes flag, allowing the repository to not be filtered by modularity"
