Goal:

• As part of building an image, if a user's org has access to snapshotting, the user should be able to select a date before selecting Custom repos as part of the image builder step.
•  

Acceptance Criteria:

• During image creation, a user can select a date along side their custom repositories
• During image build, snapshots that correspond to that date will be used to build the image
• The resulting image will have the upstream custom repositories configure (not the snapshots), similar as they are today.
