Currently, ostree commits built by IB are uploaded to a pre-configured S3 bucket and a pre-signed URL is shared with the user. With the availability of a Pulp service that can host ostree repositories, commits should instead be pushed to Pulp and distributed as repos.

To support a gradual transition, it should be possible for a user of the IB API to specify whether an ostree commit should be uploaded to an S3 bucket or a Pulp repository.
