Create a public repo for CentOS

      RHC.next

As one of the core requirements for rhc.next we need to create and maintain a public repository into which we can release rhc.next and it's dependencies at a cadence independent of the RHEL release cycle. The structure of the location on the CDN should allow for releasing different versions of our tooling for different targets (e.g. rhc X for Centos 7, rhc Y for RHEL 10 etc).

*We had a conversation in Brno where it was agreed that to have a public repository decouple from the RHEL lifecycle, it would be a brand new type of public repository. This would be a new project for the EXD team.

      CentOS and RHEL derivatives

While the public repository will be part of the longer term and future vision of the client tools for RHEL, it will be leveraged in the short term to provide the required bits needed to allow non-RHEL system to register to Red Hat services (HCC / console.redhat.com).

This epic is complete when we have a location on the CDN in which to place public repositories and a documented process for how to release our tooling into repositories at this location.
