Improve development setup to accept file upload

      Goal: 

      • Improve our local development setup to accept file upload the same way Insights Ingress would

      Acceptance Criteria:

      A list of verification conditions, successful functional tests, or expected outcomes in order to declare this story/task successfully completed.

      • Implement a new endpoint in our minimal setup to accept file uploading
      • The request needs to process multipart/form-data correctly and extract the file content out of that request

            Using the approach of a podman-compose in the rhc-worker-bash repository to get insights-ingress running as well, as a better automation on both the worker side and the vagrant box, to make sure we have a clean and easy environment setup both for local development and stage development.

            Daniel Kuc mentioned that we can try using https://github.com/RedHatInsights/insights-ingress-go/blob/master/development/local-dev-start.yml instead of trying to replicate the upload part in a python script.
