Goal: 

• Add a tasking system per recommendation & discussion, and migrate current introspection to it. Configurable via setting.

Current kafka worker pods would also run a 'task worker', but tasks would be added to a worker type based on setting.

As part of this, a 'task' interface for someone to be able to write tasks.  This should be identified and shared early

Acceptance Criteria:

• A task interface is defined early in the process
•  
• I can start the server with the new tasking system turned on
• I can create a new repository and it will be introspected in the background
