Goal: 

• Launch Azure VMs concurrently
  • When we are launching multiple Azure VMs, we are launching them one by one, which can be very slow and thus prolongs the overall time of the whole reservation.

Acceptance Criteria:

• VMs are created concurrently at least for the major wait time - the actual VM creation
