Goal: 

• Kick off the backend service implementation.  We focus on just providing the API and database storage.
• Out of scope: RBAC, metrics (these to be dealt with in separate epics).

Acceptance Criteria:

• We have OpenAPI specification that describes the API.
• End points in API design are implemented
• Domain CRUD operations are implemented and data is persisted in database.
• We have unit tests for the domain CRUD operations.
