What: Add a tooltip to systems pinned to a minor version, similarly as Patch does

Where: Assign template to systems modal -> Via system list

Why? Adding the tooltip will ensure that, when assigning a template to systems, the users will know, which of their systems are locked to a minor version

Since "extended release" templates can now be assigned to both pinned and regular systems, it makes sense for the users to know which systems are which at the point of template assignment
