[OCI] missing 'Target environment' step when select OCI image output

      I am trying to build OCI image and upload it to OCI platform in https://console.redhat.com/insights/image-builder, but there is no 'Target environment' step to add OCI information when I select OCI in image output.

      There is no such problem when I select AWS, Azure or Google Cloud.
