api - update repository parameters to return "RHEL" instead of "el"

      In the UI, when we show list of versions, it says "el8, el9, el10". We want this to say "RHEL 8", "RHEL 9", and "RHEL 10". These value come from the repository_parameters API, so it needs to be updated.
