Systems that are locked to a specific version should show in the systems table with a tooltip that the version is locked and can't be used in templates, we should verify that.

1. Prepare an archive of a version locked system (or find one, that's version locked and not managed by sat) and add it to Playwright tests (test-utils - data && systems fixture).
2. Write a test that verifies the system can be found in the patch systems list and that a tooltip is shown in besides it's version in the OS column.
3. Write a test that opens up the "assign system to template" UI modal and verify that the version locked system can't be used.
