As a downstream consumer of Hive, I would like to consume a label so that I know if a cluster is upgradeable (4.y -> 4.[y+1]).

Currently, Hive consumes a number of fields from the ClusterVersion and creates labels for them on the ClusterDeployment. This work involves adding the "Upgradeable" condition's message as one of those labels. A missing label will be used to indicate that there are no issues with upgrading the cluster.

Done Criteria:

• A label exists on the ClusterDeployment that states why a cluster is not upgradeable
