On a regular cadence

• "Lock" automatic promotion from integration to staging of all participating HCM components (OCM, hive, FM, ...)
• Run an acceptance test on that frozen set of SHAs.
• If it passes, promote to production; otherwise, triage and try to get fixes into staging so we can iterate.
• Unlock automatic promotions from integration to staging.
