Description of problem:
4.16.z clusters cannot be resumed from hibernating status
Version-Release number of selected component (if applicable):
master branch and also 1.2.37
How reproducible:
100%
Steps to Reproduce:
1. Create classic STS cluster and NON-STS cluster with one 4.16.z version
2. Hibernate them and wait it in the 'hibernating' status
3. Resume them
Actual results:
3. clusters cannot be resumed from hibernating status, they are stuck at ‘resuming’ status
Expected results:
3. They should be abled be resumed and back to 'Ready' status
