Major We need to decide whether/how we're going to support static IPs for VSphere.
See the enhancement, particularly around this comment, for more info. TL;DR: we either need to add support; or we need to document that, if you want to use static IPs with VSphere, you can't use (hive) MachinePools.
For now, we're going with "unsupported". With this card:
1. Update the documentation (here-ish).
2. Depending on the results of HIVE-2503, we may also need to add some code to detect and block or otherwise gracefully fail this configuration.
