Prerequisites:

• go 1.22 is available
• a 1.22-based backing image is available in the registry

Procedure:
1. Tell CI it's okay for us to tell it to use 1.22. (Previous example: https://github.com/openshift/hive/pull/2189)
2. Tell CI to use 1.22. (Previous example: https://github.com/openshift/release/pull/47883)
3. Bump all the rest of the things in the hive repo (and install go1.22 and run make update vendor). (Previous example: https://github.com/openshift/hive/pull/2191)
4. Clone this card and update the clone for 1.23.
