Currently, AWS deprovisioning lives under its own top-level command in the hiveutil tool.  It would be cool if that command was mirrored under the deprovision top-level command (for consistency's sake). 

We should avoid breaking use of "hiveutil aws-tag-deprovision" as we expect automation uses the subcommand.
