Hive appears to be selecting the first VPC in the Hive config's vpcInventory for the privatelink configuration and is filling up the quota in a single VPC (quota for the production account in us-east-1 is 200 VPCEs per VPC). Currently there are 4 VPCs configured for privatelink.
