[RFE] make bootstrap-gather collection work for privatelink clusters

      The bootstrap-gather collection doesn't work for privatelink clusters. This is a large pain point for SD because it's very typical for privatelink clusters to fail to bootstrap, and it's difficult to troubleshoot the failures without a bootstrap-gather log bundle.
