Upcoming work from OSD is requesting that Hive produce a FIPS-compliant build of hive.

Need to work with OSD to determine the available processes for building hive on a RHEL-based base-container environment.

Today, the hive base-container is a CentOS image which would not be sufficient for FIPS compliance. Need a process to build on RHEL UBI (or some RHEL-equilvalent) where the environment provides the ability to pull in additional non-UBI RPMs (mainly the libvirt RPM dependencies).
