I want to view metrics coming from Hive
So that I can administer my Hive installation and ClusterPools

Summary

Hive exposes a large number of Prometheus metrics. They're useful for administrators of a Hive control plane to look at. Today, there's no way for users to see these bar a custom deployment of a separate monitoring stack. We should have a streamlined way to do that.

This impacts administrators of Hive installations.

Acceptance Criteria

• administrators of Hive installations via OLM can view Prometheus metrics for Hive
• the approach to view these installations is low-touch/automated
• documentation is published for how users can opt into this
