Assisted/Agent Install team is having issues vendoring Hive due to our fork of controller-runtime to disable the rogue metric that was taking down prometheus. However they use 0.7.0 while we are on 0.6.2 and this appears to be incompatible for vendoring even just the hive API.

Update the hive-team fork at https://github.com/openshift-hive/controller-runtime, create a branch off 0.7.0 and cherry-pick our patch https://github.com/openshift-hive/controller-runtime/commit/0414c2cd96068352a8612dd3160bc92ab0b95370

Update hive to go to 0.7.0 and the new branch/tag.
