Add ClusterPool option to disable hibernation after install

      Today we assume to hibernate every cluster after install.

      Raymond Ashworth (IBM) has requested that we add an option to disable this as they are going to need it for vmware clusters that should not be hibernated once provisioned. See https://coreos.slack.com/archives/CTDEY6EEA/p1613064294176400

      Decide on API format for this option and implement skipping the hibernation on install.
