Remove unneeded branches in Helm downstream repo

      Red Hat Helm repo is the downstream repo used for building our Helm CLI releases. After closing APPSVC-506, our 3.1 release branch just slightly differs from the upstream counterpart. The plan is that to reduce the diff even further, pushing our changes to the upstream.

      At the same time, we should not confuse the community and give a false impression that RedHat is creating its own Helm fork, adding/changing functionalities.

      Hence, similar to OpenShift Tekton repo, we should remove all unnecessary branches, keeping only those we used for releasing:

      • release-3.0
      • release-3.1

      New releases branches will be added on demand, when about to release new Helm binaries. master branch should be replaced with our own, containing just:

      • README explaining the purposes of the repo
      • OWNERS file because it is consumed by OpenShift CI infrastructure.
