Problem:

Provider deliver control has proved to be problematic and needs some improvements,

Goal:

Provider deliver control should run smoothly.

• partner should not have to modify a report to make the process work
• an invalid chart url should not be considered required.
• a PR should not merge and then fail the release process based on something which could have been determined prior to merge

Why is it important?

 - we have partners that want to submit charts which are not published.

Use cases

• Partner wants a certified chart which is not published. In this case they do not want to include a valid url for the chart url. For this case the package url whould be included and the PR fail if it is not. 

  Acceptance criteria

• Partner can submit a report which does not include a chart url if provider delivery control is specified.
• For merge a package sha is required.
• The workflow can determine if a report is modified or the chart url is a valid url but not pointing to a chart.
