R&D Mirroring Helm repo and charts

Cluster admins need tooling similar to oc adm catalog mirror to help them mirror the Helm charts in Red Hat's helm chart repository and their related images to a chart repository and image registry within their organisation so that they can configure OpenShift clusters with restricted networks to work with Helm Charts.

The goal is to run a time-boxed PoC and explore alternatives for mirroring charts in Red Hat's chart repo and their referenced images similar to oc adm catalog mirror:

• Could the chart archives be hosted within the cluster itself by default?
