[ProjectHelmChartRepository] Unable to Create CRD with Regular User

      Reported by Debsmita Santra, a regular user was unable to create a namespace scoped CRD  'ProjectHelmChartRepository' in their namespace.  The environment setup scripts are attached.

      We might need to create a new namespaced RBAC policy in order for regular user to create ProjectHelmChartRepository.
