The 3rd step in the below documentation contains only the `create-cluster-vX.X.X.zip` zip for creating infra over Oracle Cloud.

However, as a prerequisite the `create-resource-attribution-tags-vX.X.X.zip` zip needs to be downloaded and applied through stacks over OCI before `create-cluster-vX.X.X.zip` as per the below official GitHub repo.
