Currently, the OSC User Guide provides steps for deploying both the Sandboxed Containers Operator and the Trustee Operator.

Ideally, these operators should be independent and installed in different clusters, especially in production environments.

When deploying with CoCo enabled, an attestation service (in this case, Trustee) must be ready to use so that "TRUSTEE_HOST" can be configured at the OSC side.

The current workflow involves a lot of back and forth between the two clusters, making deployment complex. To improve this, let's consider splitting the instructions to separate Trustee and OSC tasks. This way, users configuring CoCo would complete all Trustee steps first before moving on to the OSC cluster setup.
