The public cloud section of the OSC user guide needs to be reorganized for the following reasons:

• Current structure is fine for Azure and AWS. Adding GCP in the future will cause the assembly to become too large.
• Combining different cloud platforms on the same assembly might cause problems for writers who do not have a lot of experience with conditional text.
• Header levels are becoming too deep as the procedures become more complex. Example: CoCo on Azure.

Solution:
Move Azure and AWS to the top level, like IBM.
