Updated task scope:
- New assembly: "Patching manifests" (Do not call it "Adding patch manifests" because it will contain several procedures. Also, the user is not creating a patch manifest. The user is patching an existing manifest.)
- New concept module: About patching manifests (this should be used for both UI and API)
- New procedure module: Creating a patch (this can only be done from CLI, so use the same module for UI and API)
- Procedure modules (reuse the existing custom manifest modules):
- Uploading a patch
- Modifying a patch
- Deleting a patch

Background:
It is now possible to upload, replace and delete patch manifests in addition to custom manifests. The purpose of a patch manifest is to patch manifests automatically created by assisted-installer during installation preparation.
