SNO manual install requires reboot after coreos-installer command

      manual reboot requires while adding node to SNO cluster

      How reproducible:

       

      Steps to Reproduce:

      1. adding worker nodes to single-node OpenShift clusters manually 
      
         after running - coreos-installer install --ignition-url=<hosted_worker_ign_file> <hard_disk> 
      
      Nothing happens & requires to reboot node manually , which is not mentioned in documentation , - i tried 2 times & finally post reboot install starts 

      Actual results:

       

      Expected results:

      deployment should start post running - coreos-installer install --ignition-url=<hosted_worker_ign_file> <hard_disk>   command

      Additional info:

      Please verify if reboot is really requires , & update docs
