Description of issue: 

As of now, the linked document fails to mention that 'rhproxy install' should be run BEFORE the 'rhproxy start'. If this step is not mentioned, the 'rhproxy start' fails with error below:

rhproxy@rhel95:~> rhproxy start
Starting the Insights proxy service ...
Failed to connect to bus: No such file or directory
Failed to connect to bus: No such file or directory
grep: /home/rhproxy/.config/rhproxy/env//rhproxy.env: No such file or directory

When done correctly, the process looks like:

rhproxy@rhel95:~> rhproxy install
Installing Insights proxy configuration files ...
Generate the Insights proxy service ...
Enabling Lingering for user rhproxy ...
Insights proxy Installed.

rhproxy@rhel95:~> rhproxy start
Starting the Insights proxy service ...
