Each Alert Definition allows an option for alerting if a condition holds for a certain amount of time, or on each occurrence. When selecting the "Each Occurrence" option the user should see an alert after 1 violation of the given constraint. But, this was implemented incorrectly and actually is requiring 2 sequential violations before generating the alert.
