Once the support for chart drag time range support is enabled by the hawkular-chart component, enable this capability inside of Hawkular Console.

This step is needed because the charts only publish a 'ChartTimeRangeChanged' (as Defined by Chart.EventNames enum), it is up to the application to decide what to do with the new time range. For example, should only a single chart's time range be changed or all on the page or the actual date chooser be adjusted to this new time range (only the application knows how to use this data).
