Response time and downtime alert setting dialogs need updates.

      • The current alert setting dialogs should present a filtered view of settings based on the metric tab that the user is on. If on Availability, then only Downtime settings. If on Response time then only response time settings. The current alert settings show both for both tabs.
      • Also, to make these dialogs consistent with the new server alert dialogs, some labeling and layout changes are needed. Please refer to the attached mockups.
