Now that the new inventory returns a 409 (duplicate feed) when attempting to create a feed the agent already created, the agent needs to check for that and continue normally.

This will introduce some other problems in the future, namely, what happens if a rogue agent tries to create the same feed as another agent? Now they will share the same feed identification. The good news is that the rogue agent still needs credentials in order to even attempt to create the feed, so there is some security. But this doesn't help if its merely a misconfigured but otherwise authorized agent. We'll have to figure out some smart way to do this.
