standalone.xml should contain -dev configuration when built with -Pdev

As a consequence of HAWKULAR-258 and HAWKULAR-279, to get developer configuration activated, hawkular must be started with standalone.sh -c standalone-itest.xml even when built with -Pdev.

Prominent developers have protested against the present state and required that standalone.xml should contain the same settings as standalone-itest.xml when the distribution is built with dev profile active.
