Failing to create hawkular/prometheus dir before it is needed

      Using the most recent commons (a827cb522945b2817248da7e5638530584eaf561) and a new -Pdev server installation, the server consistently fails to start due to:

      HAWKINV100012: Cannot register feed [logging.dev.hawkular.es] metrics endpoint [127.0.0.1:9779]: java.nio.file.NoSuchFileException: /home/jshaughn/work/hawkular-services/dist/target/hawkular-services-dist-1.0.0.Final-SNAPSHOT/standalone/configuration/hawkular/prometheus/logging.dev.hawkular.es.json

      Basically, the agent resource seems to be reported before the required directory for the scrap configs exists.

      Note that the /hawkular directory exists, but the prometheus subdirectory does not. If I create the directory manually I can start the server.

      I wonder if 1) we need the /prometheus subdirectory and 2) whether this may be better under standalone/data as opposed to standalone/configuration.
