Manage the Agent configuration from Hawkular Services

Right now the agent's configuration needs to be provided locally in the EAP instance it is monitoring.

We wish to move this configuration to the Hawkular server side to make it easier to update and push out configuration changes to the EAP instances without having to manually update each instance.
