Download button in list of JDR reports

      In the list of available JDR reports, there should be a download button for each available report. The button should be enabled only for reports in "Completed" state. Reports in any other state must not show/enable the download button.

      When pressed, the relevant JDR report should be fetched from MiQ storage and sent to the browser.
