User should be able to generate a JDR report on an eap server from MIQ UI.
It should be a button on the eap server's summary page toolbar (exact location should be discussed with UX or PM).

When user presses the button, the report must be queued for generation (it shouldn't be generated synchronously). A database record in "queued" state should be created for consumption in the worker actually generating the report and, also, for the UI to show pending reports.
