Remove legacy rest api code

      The services REST WAR still contains quite a lot of legacy code from hawkular classic. These endpoints are no longer used as part of the MIQ provider. They are becoming a burden to maintain and are increasing the deployment size (by about a 1/3, but that's only a few MB).
