Support Enable/Disable/Restart Deployment request/response

We need to support both standalone and server-group flavors of deployment operations. To do this well we're not going to be able to use generic Deployment operations (it may be possible for standalone, but not server groups). It will be best to consolidate deployment operations using dedicated cmdgw requests/responses and agent commands.
