Backfiller does not honor DOWN availability

Adding on behalf of pilhuhn:

I shut down the agent/WF and 3 min later, the backfiller tells me that the agent has not reported and will be backfilled as unknown. But I we see that the agent correctly said "good bye" and reports as down.
