need to create cluster relationships

Now that HWKAGENT-97 is finished, the agent is putting things into inventory that can be used to determine cluster relationships.

What we now have to do is write some glue code in Hawkular Server to examine these new inventory entities and determine what relationships to create across the entire inventory to represent clusters.
