The license checker is now failing on files that haven't changed. So any file with license header containing 2015 but hasn't changed is causing a failure. This is forcing us to either 1) do a change/commit of every file in every repo that has a license header or 2) turn off license checking via -Dlicense.skip=true.

This only started happening last week. So something changed in the past week that caused this.
