Enhance the bootstrap server setup process

    Description

      HAL-586 describes a setup where the local management endpoint is not configured properly. In that case the bootstrap server setup process assumes that it was not loaded from localhost and shows the dialog to choose / configure a management endpoint.

      Instead an error message should be presented which better describes the incorrect configuration.
