Reboot message is not parsed properly after user changes server configuration

      Description of problem:
      Improperly parsed message when notifying user that a server reboot is required.

      How reproducible:
      Always, the first time a change requiring a server reboot is made.

      Steps to Reproduce:
      1. Log in to server with any configuration
      2. Make a change to server that requires a reboot (ex Configuration -> Security -> Security Domains -> edit Cache Type)
      3. Click 'A server reload is required!' message in top right corner of the screen

      Actual results:
      Message printed in popup box contains:
      Restart Required<ul><li>Standlone Server</ul>

      Expected results:
      Restart Required
